When both can apply
After ETIAS starts, a covered visa-exempt traveler may need authorization before departure and then complete EES registration at the external border. The authorization does not replace border checks.
When EES applies without ETIAS
Today, covered travelers can encounter EES while ETIAS remains closed. A visa-required short-stay traveler may also be registered in EES but use a visa rather than ETIAS.
Rules neither system changes
Neither system extends the 90-days-in-180 limit, guarantees boarding, guarantees entry, authorizes work, or replaces a long-stay visa or residence permit.
