Residence and citizenship are different. A US resident traveling on another country's passport must check the rule for that passport. A traveler who needs a Schengen visa will continue to use the visa process.
What ETIAS will not do
ETIAS will not replace a visa, extend the 90-days-in-180 limit, authorize work, or guarantee admission. Airlines and border authorities may still check your passport, purpose of travel, accommodation, onward plans, and other entry conditions.
